Paradox of public sector capacity building: Lessons from MATT2 UK–Bangladesh co‐operation

This study focuses on the Government of Bangladesh and the UK Department for International Development (DFID) public sector capacity‐building project under collaborative public governance. It examines the efficiency and effectiveness of a foreign‐funded and multistakeholder‐led public sector capacity‐development initiative dubbed Managing at the Top Stage 2 (MATT2) project, and how it contributed to the human resource capacity development in Bangladesh. A combination of data from Government sources, in‐depth interviews, focus group discussions, participant observation and author analysis was adopted. The results showed the project to have been largely successful, despite some challenges.     

Building Community Leaders in Underserved Communities: An Exploration of the Role of Seed-Funding for Community Projects by Program Graduates

Investing in community leadership development (CLD) remains a strategy with promise in creating vibrant communities. Although many low-income CLD programs teach effective leadership skills, these often lay fallow due to lacking opportunities for graduates to apply the skills. This study explores how providing competitive minigrants fuels the creation of value-adding community projects. In-depth interviews were conducted with 55 graduates of a low-income CLD program, 19 facilitators, and 12 community members knowledgeable about the program. The study observed that by providing seed money for graduate projects, CLD programs can help translate skills into practice thereby increasing community engagement and socio-economic wellbeing.     

The ‘good mother’ struggles: Obstacles to the attainment of motherhood ideals among adult women formerly placed in residential care

We analysed narratives of motherhood produced by 13 women who were involved with the welfare system or the justice system during adolescence. The original contribution of our study was its focus on mothers who were turning age 30, so they were not in that period of generalized instability that characterizes the transition from care and into adulthood. This qualitative study was part of a larger study on French‐Canadian adolescents with a history of residential care. Semi‐directed interviews were conducted with 13 women, more than 15 years after their admission to residential care. Our data highlights that motherhood can contribute to the vulnerability of women who were involved with the welfare or the justice system as adolescents. Our results suggest that in order to shed a perceived deviant label and to compensate for the adverse events they experienced, they pursue internalized ideals of “good motherhood” that translate into restrictions and strain. Furthermore, they tend to refrain from allowing people into their lives and asking for help for fear of being judged. Yet, as their children are getting older and exhibiting problem behaviors of their own, the questioning of their parental practices and skills only becomes more intense.     

文化认知中定向思维模式的建构与解构——以中国少数民族文化范式为研究视阈

定向思维模式的建构与解构实际上反映出认知结构的二重性特征，两者在文化认知活动中可互为挹注共存于对立统一关系里。因此，对中国少数民族文化范式的研究，不仅要重视建构之功能催生的符号化文化构成，还应关注解构之功能显现的非常见的文化元素。同时，只有弄清楚定向思维模式的建构与解构在文化认知中的意涵，才能明确定向思维模式的“趋向”和“专注”特点以及“惰化”和“孤立”倾向，从而为牵及民族文化事项的认知固化与迁移提供理论工具并用以指导多元文化实践。     

Designing for “touch”, “reach” and “movement” in postwar (1946–1972) English primary and infant school environments

ABSTRACT

This article examines the use and interpretation of the terms “touch”, “reach” and “movement” in Ministry of Education (later, Department of Education) official publications known as Building Bulletins between the years 1949–1972. A close critical reading of Building Bulletins concerned primarily with school design for young children (infant and primary schools) in the English context has been carried out and the results of this exercise are discussed in the wider context of close relationships established between architects designing schools and leading progressive educationalists in Britain. The wider international context, particularly progressive educational design in the USA, is used to further understand the use and interpretation of these terms. The article contributes to a current interest among historians of education in exploring material and sensory histories of schooling.     

政府动态奖惩机制下绿色建筑供给侧演化博弈研究

从绿色建筑供给侧角度出发，构建消费者效用函数、开发商利润函数和政府与开发商的演化博弈模型，分析消费者绿色偏好、建筑绿色度、成本等因素对建筑价格、需求和利润的影响以及政府动态奖惩政策下系统的演化稳定策略。结果表明：消费者绿色偏好支付系数和建筑绿色度的增大有利于绿色建筑价格、需求和利润的提高，但高成本却使需求和利润降低；政府采用静态补贴与静态税收政策时，博弈系统不存在演化稳定策略，采用动态补贴与静态税收、静态补贴与动态税收、动态补贴与动态税收三种政策组合时，系统存在演化稳定策略；动态补贴与静态税收的政策组合在推动绿色建筑发展方面优于其他政策；开发商开发绿色建筑的概率与补贴上限值呈负相关，与税收上限值呈正相关。     

Building Virtual Age-Friendly Communities in Minecraft

A key theme of Age-Friendly Honolulu’s initiative is intergenerational exchange. The initiative believes that youth need to be aware of aging issues, demographic change, and think critically about the potential impact on their lives. The goal of the Age-Friendly Honolulu Youth Engagement Initiative is to teach youth about the role of the built environment and community features in promoting active aging and engagement among older adults. This article describes a new program in the field that teaches youth and older adults to assess the built environment and then use design thinking and Minecraft (a popular video game in which players use 3-D blocks to create virtual lands) to develop and envision ideas to improve the livability of their neighborhood.     

Catering to sex,sexual, and gender diversity: An exploratory study on the effects of LGBTI awareness training on aged care staff in Tasmania,Australia

The Australian National LGBTI Ageing and Aged Care Strategy seeks to address the lack of recognition of older lesbian, gay, bisexual, transgender, and intersex (LGBTI) adults living in aged care. Awareness training for aged care staff forms a crucial part of this strategy, but the impact of such educational programs are yet to be examined. In this article, we examine the effects of LGBTI awareness training on staff working in an Australian aged care facility. These staff perceived the awareness training as valuable, but the outcomes from it were limited. Therefore, we indicate changes that are necessary to support the translation of training into practice.     

互动视角下构式压制和承继的合力机制——基于羡余否定构式“好不X”封闭语料库的研究

构式与其组构成分间的互动关系一直是构式语法关注的核心问题之一。Goldberg在构式语法理论框架中提出了动词与构式的双向互动观，但在实际论述中却过于强调构式对动词的单向压制，降低了动词义对构式生成的贡献，忽略了对构式组构成分的系统研究。以构式与其组构成分间的互动关系为视点，从构式压制与承继的辩证关系出发，进一步阐释图示构式生成是构式与组构成分在互动压制和多重承继合力作用下的结果。同时，基于封闭语料库穷尽分析汉语羡余否定构式"好不X"的特征，结果表明：构式压制与词汇压制是双向互动的；图示构式特征的形成取决于构式对其组构成分的多重动态承继；图示构式基于互动压制承继合力机制的形成。
